Ok so my buddy just bought a 89 civic hatch for 500$ obviously has problems. It has stock D15 motor. It runs but right now I think a Go- cart can smoke it. It has trouble accelerating, & Rev limits at about 3500. I think it may be the timing is off, or clogged up fuel filter. Your thoughts?

 

any cel??? if so pull the carpet up and look at the ecu and count the red blinks and post results 1/2 sec blink = 1 , 1sec blink= 10
