My 98' civic ex is using alot of oil like 1qt. per 200 miles or so. Could it be the valve seals? what is your thoughts, thanks.

Is it smoking? if the valve seals are leaking the car will smoke. If its not smoking when you start it or under acceleration then you might have other problems. It also might be your Rings.

Yes it does smoke but not that bad i dont think it really smokes bad enough to loose that much oil but who knows also it bascly seems like it just showed up one day al the suddon i mean with in like 1,500 miles. But it does run pretty well, the only problem is that it doesnt start very well when it is less than 10 deg.

I have to crank mine a little bit when it is cold out.. Also check to make sure you dont have a bad oil leak. Check the pan gasket to see if it is leaking...Just check out the engine real good for leaks.

Before u change the oil you can put some Dye in it, and then hit it with a black light, it shows where its coming from. Be sure to drain that crap and refill with good oil thou

Bad rings are a more common cause of oil loss than valve seals.
