There's usually a crack somewhere causing that, or it's a cheesy knockoff replacement that wasn't sealed well in the first place.

Gotta take the headlight off the car and drain the water out. Check for cracks, and if it has them you will have to replace the headlight. If there are no cracks, set it out in the sun to dry completely.

If the inside of the headlight has water marks and you want to clean that, you can take the clips off of the headlight and put it in the oven to loosen the glue between the lens and housing (TAKE OUT THE BULB FIRST... and I am unaware of the exact temperature and time to do this for). Then clean the inside with some glass cleaner and a clean cloth, or whatever it takes to get it clean. Be careful as some cleaning products may haze the lens.

Then take some silicone sealant and run a bead of it along the seam where the headlights housing meets the clear glass/plastic lens. Let that dry a few minutes and reinstall.

Takes less time to remove the bumper than it did for me to type that all out... but okay
