Default whats wrong with my throttle body

my idle air control valve system seems to be not giving my car enough air and so when i take out the little vacuum hose the car goes up to 1500 rpm, but when i put the hose back in it goes to only 100 rpm, and i have to lightly press the gas pedal to keep it going. Its a 1990 honda civic. Whats wrong with it? I made a video of it so it might help explain the problem better.

i cleaned my iacv with carb cleaner last week and it didn't do nothing. My air filter was changed, no hoses seem to be loose.

Service he trottle body, there are small flow holes that get clogged from time to time. every 100k miles or so, do this, they have throttle body cleaner at any parts stores...

jay you may have a different problem, push the throttle flap closed with your fingers

thanks for the help 94hatchback but swapping my pcv valve did nothing, whats a "cel"? its a car engine light right? yeah mine does have one, it doesn't light up when i turn on the car. i was thinking maybe the problem is the hose itself? take a look at it

it has a valve, which is a one way air passage. Its on the correct way but every other honda civic just has a normal hose? http://www.texasracers.net/articles/.../mpfi-fitv.jpg (not my pic)
You see? mine has a valve, that one has a normal hose? could that be the problem? I blow inside mine and air goes in but i kinda have to blow hard.

oh and 94hb, do you mean when you close your butterfly wing plates inside the throttle plate http://img.photobucket.com/albums/v2...e/P1010289.jpg
( not the circled thing, its not my pic, but inside the throttlebody, the two plates that look like wings) do you mean when you close those with your finger tight, the rpm is supposed to go down? cause mine does?

harvey idk why they have that diaphram in that vacum line, if you have no cel when you turn the key on, then you need to pull out your cluster and check to see if it has a bulb, and put a bulb in it, also pull up your carpet and look at the red blinking light on your ecu, turn your key on and count the blinks, 1/2 sec blink =1 and 1sec blink =10
let us know
loosen your throttle cable a little it may be to tight and causing your rpms to be high.
