Default Window Regulator Cable Problem

My 2000 Civic SE driver window rolled down the other day and then would not roll up. I took the door apart and found the window regulator cable for pulling the window up had become detached. I went to an Auto Wrecker and got one from a 97 Civic and took it home to install. I did not take the slider assembly with it as mine was ok. After hooking the cables back up I am finding that I do not have enough slack in the cables to slip over the plastic guides. Has anyone run into this problem or is it possible that the cable is not being let out of the reel all the way to provide me with the slack and I might have a defective regulator from the auto wrecker? I have verified that I am running the cables properly.
