wont rev past 4500 after tune up

Hey guys, i found this on one of my other forums, im stumped at the moment. anyone have any ideas?
Ok, this is about my friend's 94 Honda Accord EX. (2.2L VTEC engine with 190,000 miles)

For weekend's project, we performed

1. Motor flush
2. Throttlebody & intake cleaning
3. Fuel system cleaner put in the fuel tank with 87 octane fuel
4. Engine oil change (5W30 Castrol GTX high mileage w/ Honda genuine oil filter)
5. New air filter (Honda genuine)
6. Spark plug change (Bosch platinum)
and some minor stuffs.

I test-drove the car after those works, and the car had some rattling noise from the engine around 2500 rpm (it sounds like worn cams or valve train noise). Except that the car ran fine until 4000rpm or so, then the rpm was slowing going up then it was almost cruising at 4500rpm.

We rev the engine at neutral, and it was revving upto 6250rpm redline!

What can be a problem? Clogged fuel filter? Weak fuel pump? Faulty fuel regulator? Low octane for high mileage car?

It doesn't give any SES light or pinging sound. It is just not going over 4500rpm when it's moving. Sad

The car is already old, so it would be great if it is the problem we can fix ourselves. Please car experts help us.

i would say it could be the spark plug wires but i dont know. maybe when they were doing that vigourous cleaning something got in the engine. i hope they dont have to take apart the engine to find it. but it could be the plug wires.

i went back to look at the post, and the guy reposted saying that the problem was there before they did it too, they just hoped that would fix it.

Couple things. What is the VTEC point set at? And I was thinking it could have something to do with a combination of tranny/ECU. That is a weird problem though.

well, its an evo forum, so this is his buddies car. i think its pretty stock, so it should be at the stock point for an F22. dont know what that is though. yeah, im thinkin ecu or maybe torque convertor. i posted to try to get more info to clarify it. we'll see.
