Installed a B18b1 into a 99 Hatch CX.. For some crazy reason I cannot figure out which way to connect the throttle cable. The cable pulls tot the right as you face the throttle, but it's design for the cable to wrap around to the left... I need help

 

You seem to be missing the bracket for the stationary end of the cable. I think it attaches to those two holes in the top of the manifold in the first picture. Then the cable wraps clockwise around the throttle lever and comes off the top toward the manifold and bracket (the left side of the car by convention, or your right as you stand in front of the car).

 

^That, you are missing a bracket. Might be a good idea to let us know what TB (B18b1, B18c1[GSR] etc) is on it. If you are using the stock CX cable meant for the D series non vtec, you may have a problem with it not being long/short enough
