he says that it revs by itself though.... "but it just needs like a new oxygen sensor" and "the tach doesn't work" he wants 700 for it.... I'm going to take a look at it tommorow... any tips for things I should look for...? how would I fix the tach and the revving problems???

RE: Soon to be civic owner needs HELP!!!
I would buy it for $700. Even though it has 200K + miles on it, Hondas run pretty long. A friend of mine has a 92 Civic with 254,000+ miles on it, and it runs just fine. A new oxygen sensor might cost you a bit, but it will be worth it. The revving problems I'm not real sure about, but the as far as the tach goes, I would check the tach wire that runs into the distributor.I have a custom four inch tach mounted on my dashboard and that thing comes loose all the time. all you might have to do is check to make sure it is wired in correctly and all the way. I would definitely check the distributor, not just for the sake of the tach, but the last two civics that I have had, the distributors both went out on them, and that ain't real cheap to fix. That, and the transmission. But other than that, it sounds like a good buy for $700.
