Does anyone know aprox.. HP and 1/4 time for b16a2 with t3/t4 turbo and hondata s300 at 10 psi..with street tune..

anywhere from 10.5 at 135mph to 16.5 at 78mph

^^^LOL^^^ thats what almost every car in existance runs... i'd say mid to high 12's, maybe low 13's.

youd have to have 400hp a dirty suspension and a sick tune plus running at over 20psi to run in the 11's

Negative. Eg hatch needs ~275whp to break 11s depending on the setup.

he would be dang close to 250whp or so with a decent street tune on a b16 im guessing... (guessing)

what do you have done for traction control? (lsd? suspension? mounts? ttb's? engine dampners? the list goes on and on)

those all make a huge difference, hell even tires can shave of .2 if you go from crap to where the moneys at

FWD cars often suffer from wheel hop and spin, so suspension mods can end up doing more tenth shavingthansome bolt on's. You don't need 400whp in a hacth to yeild 11's. Just like Sovxietday said, 275whp and a good driver could probly get you into the high elevens. There are TONS of different variables you need to consider, like Power band for instance, conditions, set up. Tuning, the list is neverending.
