From what I know about it, nitrous is probably legal to own and have in your car in all the states. However the manufactures stress to only use it in off road conditions, like a track for example. My advice is, just don't use it while flying through crowded roads and neighborhoods. I can't find any laws saying that it is legal or illegal to use it on public roads so...
If you can find an open safe place to use it then go ahead and the possibilities of you being caught with it are very low.

In the state of AZ, it is legal to have nitrous installed in your car, but illegal to have it connected to the tank while on a public street or highway. This of course helps you in no way because New Hampshire is not located in AZ.
ditto in pa on the connected thing.. it runs along with the cry02 tanks... no tank other then primary fuel may be connected to any device with in a vehicle... ie... nitrous...and they bitch about paintball guns too.. if theres co2 on that..
