Port&Polish????
If you get your head P 'n' P'ed, have it flow benched while its at the shop then have a custom cam ground to match the flow pattern of the heads. Youll benefit with or with out the cam, but to truely get all you can outa the head you will need the cam ground to match the flow of the head.
Im sure youve seen flowbench charts on the web before, they look like a dyno graph. All they tell you is how much CFM the head flows throughout the RPM range. This willhelp you pick a cam because itll tell you where the engine is goin to make all its power. Theres no gain in having a cam that levels out at 7500 RPM if your head will flow good up to 6500. The info on a flowbench chart just helps you match your components better to make more power.

I'm pretty sure a good port polish will give you more than 15hp.

yeah i think i have seen flowbench charts before. I appreciate the help here, I am going to have to look into all new internals, but ive got to wait until i got the cash flow. I was expecting more around the 700$ range.
One thing to keep in mind, the head is where your gunna make power or loose power. With machine work, unless you know someone who does it, you get what you pay for. Do not go cheap on your port job. Also, keep in mind polishing the intake runners actually hurts flow. Get a port job with a light polish, not a mirror finish. Having a lil roughness in the intake runners helps fuel atomization, and improves velocity.
