Im located in WV. In order to use Paypal, I would need the email address inwhich you set your account up with and I just transfer the funds into it. I dont have $250 in my Paypal right now but what I can do is do a paypal e-check and its basically the same thing as a regular transfer but it transfers the cash from my checking account into your paypal and takes 3-4 days to transfer into your account. PM me what you have in mind and what you would like to do.
