brake pedal pulsation

Default brake pedal pulsation

hey i just had new brake pads put in and my rotors resurfaced, but im still getting the brake pedal pulsation. I even attempted to do the bed in procedure to avoid it. What else could be wrong?
And is it okay to keep driving like this or is it unsafe?

what year and make civic??? also are you 100% positive they turned the rotors?

whoever re-surfaced the rotors could have miss-cut them. also make sure they sand down any surface rust/grime on the hub and rotor where they mate.
