brake returns?
okay well my honda, its a 1999 honda civic SE. when your going high speeds or even any speed and you press the brakes, you can feel your foot bouncing back and forth as if it was braking by itself and then not braking ( you get it?) it kinda vibrates my foot. I am asking how would i fix this, is it the rotors? is something filled with dirt? im clueless..

Sounds like warped rotors. If you get a pulsing feel in the brake pedal and some vibrations throughout the car(can sometimes even feel it in the steering wheel), then that's usually the problem. Easiest and cheapest way to fix that is pick up some generic brake rotors from your local auto parts store and throw them on there.

I'm sure you can google something like "diy rotor install". Generally the process is the same with most cars. I would highly suggest a Haynes manual. It cost maybe like $20 but it'll save you a lot on repairs if you do the work yourself.
One thing you may need to do this job is an impact driver. There are 2 screws that help hold the rotors onto the hub. These tend to seize up and without an impact driver, you can strip them and end up having to drill them out.
