Default does this look about right?

installing my new ground controls and i am making sure im doing it right it seems that the spring doesnt touch the top rubber peice unless adjusted all the way up, does it smush back down when i lower the car back down? heres pics

yep, looks about right to me. There shouldn't be play where the coilover goes over the shock. That's what the O-rings are for. If you already have the o-rings inbetween the shock and the coilcover you are set.

Oh, don't worry that the spring seemes to be loose when pressure isn't on it. It will look that way. Just make sure the springs sitting properly when you take it off the jack.
