And yeah that's weird i thought my car would ahve had 14's stock.... but i just put in the model / make / year and apparantly it says 13's...

What about those Exel rims? are they knockoffs or will they be fine?

Rain isn't a problem for summer tires with siping. The main difference between summer and all-season tires is that the summer tires are destructively affected by cold.

Just go out and read the sidewall of your tires, and read the sticker in the door jamb, to find out what your stock tire size is. Websites and magazines and whatnot can be incorrect.
