ok, I know next to nothing about suspension, but I know that's not stock and it does look adjustable. Looks like it can go up some more. You'll need some special wrenches to adjust them, like this:

 

you need either those wrenchs posted, or its *possible* with a hammer and screwdriver, but its hell on the perches, and not easy on you.
position the wrenches as shown, and twist in opposite directions, breaking them away from each other, then twist the top one up, counting full turns, so you can get all four wheels up the same amount. then turn the lower perch up into the top one, and jam them back together with the wrenches, opposite of how you got them apart.

Where do you buy those special wrenchs?

 

an import shop might have an extra set lying around, or maybe Ebay. technically, they are called spanner wrenches, but people might also call them perch wrenches or something like that.

 

So obviously you have coilovers which will make the ride really bumpy to begin with. Even if you turn those perches up as high as they go the ride quality is gonna be the same. First off cause they're coilovers which are stiffer springs but, also it looks as though they were installed with stock shocks/struts. At some point you might want to change them out as well so you can improve ride quality if that's a concern.

 

Someone should mention that adjusting the height on those coil overs will cause alignment issues.....which will cause tire wear.

 

HMMMM........i think that you could just replace the springs with some stock ones or maybe if you can get an adjustable strut. you could raise the strut (increasing the distance from bumper to ground) then just throw your springs back on. Im not sure but ill do some research on that. Hopefully the guy didnt cut the springs.

 

I still have to raise it up for the winter. I cant be dragging snow everytime i have to drive the car, i was just hoping that the bumpy ride will go away with it raised. Also i am getting a 4 wheel alignment when the car is raised back up.

I wouldn't expect much of a improvement in ride and any height with stock shocks on a set of stiff springed coilovers. If they aren't completely gone already from driving around lowered you might notice a slight improvement by raising it to stock hieght since the shock will atleast be working in the range it was designed to work in. Best thing to do would be to try to find a stock set of springs/shocks from a 96-00 civic aleast to be safe during the winter drives.
