Default TOKICO SHOCKS AND SPRINGS

So I'm looking around and a lot of lowering kits (specifically tokico shocks and springs, which is what i'm planning on buying) say that they'll fit civics from 92-00. However, my friend has tokico shocks with neuspeed springs he's selling off his 94 civic lx and he's trying to tell me they won't fit my 99 civic ex.

So will they or will they not fit on my car?

Also, would it be a bad idea to put his used ones on my car if he had them on for a little under a year?
