What tires are you running
Falken Zeix-512's on my 17's which are good tires for dry or wet conditions and Yoko Avid H4S on my winter steelies which im kinda disappointed with in heavy snow but I have no real problems with both brands.
I got nankang, good ****, wet or dry. saved me a couple of times from hydroplaning last march. got water then a split second later gripped the ground again. love them. prolly stay with them a bit longer. however they do seem to wear down a bit fast. had them a year and gonna need new ones in the front in a couple of months.
I bought my 97 EX Sedan last year. The car was noisy on the highway. I just figured that's the way Civics are.
Two weeks ago I put on a new set of Kumhos and what a difference. The ride fantastic and no more road noise. Very quiet and the ride is incredibly smooth even at high speeds. Traffic on the highway can get up to 90 and these tires handle it fine.

im running on centennial interceptor's 205/40/16's. they dont grip very well, but they're quiet. had them for about 2k miles now, i have no complaints. they were cheap too. don't know much about the company tho, havent found much info on them
