Default release arm

my clutch rease arm goes up when i press the clutch, but does not go back down. it seems like it rusted in the open position, i tried to get the arm out, but i can't see the bolt that holds it in. my civic is an 1988 dx. what i need to know is how does the arm naturally go down(wieghts?) or how does the arm come out/off in order to replace it or clean it. thanks a lot

arm goes down via weight and spring pressure. you have to remove the transmission from the car in order to remove the arm. one thing that can be happening is the throw out bearing needs to be greased so it slides properly.
