I am kinda new to the Honda scene. Please do not be to harsh to me as I just am looking for information.
I just recently got my hands on a 1995 Honda Civic Ex 4 door with the 1.6L V-Tech. I was wondering what you opinions are about either keeping the D16Z6 and working it over or to do an engine swap to a B18C or similar engine? Also, if I keep the D16 what power upgrades should I do to get the most wph out of it? I do not have a goal really in mind besides a turbo. I also am trying to do this with as low a budget as possible without cheaping out on quality.
Any help is much appreciated.
I already got a 70mm omni throttle body, cold air intake, full exhaust (headers all the way down- 2.5" piping with a 4-2-1 header design), and 10.2mm wires.
My plans are to keep the body looking as stock as possible with the exception of mirrors and rims.

Welcome. It's "vtec", and the car only has one header (just to correct you for the future).
Good call on keeping it mostly stock. The clean/sleeper look works well.
What kind of power goals do you have in mind? The D16z6 is a single cam with around 127hp. a B18c3 is a dual cam 4 banger of awesome. You can turbo a z6 on stock internals to get some pretty decent power, around 200 hp or so. B series engines are good for more.
Basically, it's all going to depend on what your budget is and what your end goal is.

The budget that I am working with is currently at a halt until summer actually hits, but I want to have everything planned out before I waste any money on parts that I do not need. I am trying to do this build on a minimal budget. I would like to keep the D16Z6 and get atleast 300 hp out of it. I understand that if I turbo this engine that the boost is limited to around 15 psi because of the rod to stroke ratio. I have done some modification already and need a direction to continue on the right path to get the most hp out of this engine. The mods include 70mm throttle body, fuel rail, exhaust, and cold air intake. I am finishing up my degree as an automotive technician and am not afraid to tear down and re-build an engine if that is what will help produce the most hp.
Please inform me of some decent parts or add-ons that will help me in the long run!
