Default Sanding plastic interior?

I want to remake the interior. I want to remove the rough texture of things like the the center council and lower dash what grit should I use? Or would it be a bad idea to smoothen the plastic? I also want to paint it black, I heard Krylon fusion is the best for plastics, but will it dry to a smooth surface like I want? 1998 Civic by the way.

SEM is the best for plastic painting.

I really don't think you should do this though. If your interior is gray I would just live with it... at least it's not tan.
