95 Honda Civic Driver Side Inner Tie Rod

95 Honda Civic Driver Side Inner Tie Rod
How does one install the driver side inner tie rod for a 95 Honda Civic EX.
When I was replacing the outer tie rod and Bellows I noticed the inner tie rod was loose. The inner tie rod would drop by itself after I removed the outer tie rod. Should the inner tie rod be that loose?
It was difficult to replace the belows since I was not easy to reach. It appears to be difficult to reach the inner tie rod. Not sure if I can get a wrench to loosen the inner tie rod. Does it take a special tool to remove the inner tie rod? Haynes manual did not give any information for removing the inner tie rod.
If someone has removed an inner tie rod on the passenger side and has understands what needs to happen to remove and install an new inner tie rod, I would appreciate the help. Thanks

Just checked the power steering level. It is ok. It has not been filled in a long time. If it is leaking power steering fluid, it is very slow.
Does it sound like the inner tie rod on the driver side needs to be replaced? If so, can you replace it without replacing the entire steering rack. If so, how?
