Welcome to the forum!

I am afraid to ask but, have you tried pulling the hood latch release within the vehicle? It would located towards the driver side kick panel.

Sorry if that comes across as condescending. It was not my intention.

yes of course! i pulled it by hand and with pliers. even pulled it from the latch itself.. and nothing. next im going to try taking the 3 or 4 bolts off that hold latch on and if that dont work i guess ill be needing a new hood.

You should be able to reach up from underneath and manually pull the cable. That, or at least manually actuate it.

+1 on Hobo's suggestion. If you can physically see the latch, you should be able to move it and pop it open. Also look for a tab right in front of it (pointing towards the front of the car) that'll move the safety catch and release the hood.

Once you get it open, clean out the latch then lube it up with some white lithium grease.
