Depends on local laws. Go to you police office and ask for a print out of the automobile laws for your region.

Normally, as long as it isn't blinking, oscillating, or inhibiting your driving they won't. Now, if you can see the blue light when you're outside the car you can get hit with impersonating an officer (hefty fine).

Other useful "normal" rules:
Amber (orange) light: can be emitted anywhere on the vehicle.

White light: can only be emitted from the front of the vehicle (with exception when in reverse, )

Red light: can only be emitted from the rear of the vehicle.

No other colors are allowed. (These vary from county to county and state to state)

Depends on your location.... also, driving (moving) or not... why would you have your interior lights on?
When your in a parking lot stopped.... you can have ANY color you want.
My 06 Civic dash is lighted blue?

i would say if you just want blue litted interior and not having them on while your driving is perfectly legal. and blue leds on the outside would definitely be illegal.

Here in Tennessee blue on the outside is not, as long as its not flashing, but I have heard that if you drive over puddles and it reflects cops might mistake it for flashing and pull you over.

just go to your local library and you should be able to view a book of your state vehicle laws. You usually cant check it out but can view it there in the library.

Like everyone mentioned it will be different by locations but for example in the state Maryland technically there are only 3 legal things you can do to your vehicle:
  1. Change the color of the vehicle
  2. Change the wheels (but no larger than 2 sizes over factory)
  3. Tint the windows (but no darker than 35%)

Now certain things the police around here arent going to mess with you about unless they catch you doing something else stupid.

Example: I have 5% limo tint all around on my Integra and I have been pulled over several times for other stuff and only once did I get a repair order and ticket for my tint. Thats only because he was one of those hard core ***** police officers.

Basically your just going to need to do some research on your local laws.
