OBD II plug in problem (7th Gen Civic)

Default OBD II plug in problem (7th Gen Civic)

I have a 2005 Civic EX and my CEL recently came on. I plugged a diagnostic computer into it (OBD II of course) and the computer couldn't even get a reading or even connect with the car (the diagnostic computer didn't turn on). I tested the plug in with a volt meter and found it wasn't getting any power (yes, the ignition was on the 'on' position). I checked all my fuses and they're all solid. Has anyone had this problem, or does anyone have any suggestions? I'm pretty sure I have to trace my wiring back, but I'm not jumping at the idea of taking my dash out and dealing with all the wires.

On a less serious side note, my power locks only work when the ignition is in the 'on' position. Anyone know a fix to this? They used to work whenever.
