Default Really stupid annoying amp issue. Is it blown?

alright i bought a used amp, looked to be in good shape, guy wasn't sketchy at all.
hooked it up, turned it on... got the power to go on. figured, sweet, it's gonna work.
Except the amp itself gives off a high pitched noise every 3 seconds, and causes the power to surge in my car...
So I cleaned the ground, sanded down the paint to make sure I have good contact... no difference.
Checked the power cable, no issue.
Checked to make sure the remote wire isn't shorting out on anything. Nope, good to go.
Hooked up a spare speaker I have... the speaker surges with the high pitched whine, but doesn't make any sound, same idea as hooking a battery up to a speaker.

Is my amp blown? Or did I just miss something incredibly stupid.

you have the gain turned up too high on it. lower the "gain" on it, and the high pitched noise should go away.

You're thinking of feedback, that's not what this is.

I played with the gain to see if the amp could even move the sub. The sub moves with the surge in the car, and with the high pitched noise, but it isn't a "pulse" coming from the amp like it should be. It just goes like this...

squeak, pause for three seconds, squeak, pause for three seconds (repeat.... repeat... etc)
at that squeak, the sub moves.

so I disconnected the RCA's. yup, doesn't matter if there is input or not, it does the same thing.

doesn't matter if the car is running or not.

once i connect the remote wire, it starts the squeak, pause for 3 seconds thing. i'm just gonna junk it.
