Are there any aftermarket ecu chips available for the D15B1 engine (1990 base-model hatchback)?

As long as your car has a computer and EFI (which yours does) then yes. If not a chip you could always go with the whole programming system (programmable ECU) which lets you set it yourself. I'll check for u and see what I can find.
