Default engine swap question

i have a 98 civic ex with a b series engine from jdm(maybe b16...) swapped in(i bought the car from someone who already had the engine put in). when i took the car to have it inspected the obd would not connect or communicate with the shops computers(they tried two different computers). there are no check engine lights on and no other issues with the car. any suggestions on where to start? the guys at the shop said maybe a fuse, but my cigarette adapter works fine. thanks.

Check whether fuse 43 under the hood is blown (see diagram). When the key is turned to ON (II), does the CEL turn ON for 2 seconds and then turn OFF?

If you want to know what engine you have then look on the left side of the engine right next to the transmission. Here.....Do you see the stamp that sais b16a, look for that.

thanks for the quick responsesand i agree... the pic and the diagram are both most excellent. the engine is a b16a and fuse 43 is not blown. and yes, when i turn the key over the CEL comes on for 2 secs and then goes off. any more ideas would be greatly appreciated. i am quite the novice at civic tuning. thanks again.

Remove the passenger kick panel and post some photographs of your ECU. As Trust mentions, a jdm ECU may have problems communicating with OBDII scan tools.
