Default OBD1 not OBD2 in 99 dx. Pass Inspection in Texas?

After not getting a link on my code reader I took it to a shop to fix the connection. they called and said whomever put in the turbo also installed and OBD1 ecu which was why I couldnt talk to it. My question is will this pass inspection in texas or do they require the original ecu? Can I put in an OBD2 or will it start throwing CEL codes?

going backwards on obd will probably not pass inspection because obd2 was the factory system, smog wise you might if your engine is tuned properly and has a factory, working catalytic converter. you could put obd 2 back in if the person that changed it just used a plug and play coversion harness and didn't cut any wires by adding the factory obd 2 ecu for your setup and having it tuned to work with your turbo
