Default Passing Emissions!!!

Anyone else ever unplug thier speedo before 5k miles and get exempt when doing emissions inspection?? I was told this works.. but is it really that easy.. If you can just unplug it and have it not record miles then how would someone prove they have a low mileage car for sale and get extra cash out of it.. Also is the exempt 5k per year or 5k total.. meaning the next year if you get near 10k but stay under are you still exempt/?

if you get caught tampering with a speedo and try and sell the car and then they find out, you can get into big big trouble for that. But why would you need to unplug the speedo to pass emissions?
