Default Tuning and Passing Inspection/Emissions?

So in a couple weeks here my LS/Vtec build will be complete. I need a way to tune it and still be able to pass PA state inspections/emissions. Originally I was gonna use a chipped obdI ecu with crome. When i talked to some fo the guys I work with that do inspections they informed me that converting an obdIIb vehicle to OBDI wouldn't pass [:@]
the basics of my setup
99 Si chassis with b16a2 tranny
rebuilt b18a1 block
pr3 pistons on shotpeened ls rods
rebuilt b16a2 head with gsr cams

Any suggestions on how to tune it well? I'm not gonna drive ti till I have an effective and safe tune so I need to get this figured out within the next week.

What year car is the b18 from? If it too is OBDIIb, get the necessary wiring harness and ECU for it to remain running OBDIIb, and you'll be fine

You could get yourself a p28obd II ecu and obd I - obdII jumper harness. But, you may have to pin out and wire up for the AIT sensor. And if I remeber right, it's obd IIA.
