Performance Chips?

Performance Chips?
has anyone every tried a performance chip on any type of car b/c i was on ebay and stumbled upon a performance chip that supposedly makes you gain hp and mpg. i just dont see this as possible so i was wondering if anyone actually tried this and noticed a difference.
