Terrible cold start after swap

Terrible cold start after swap
Just finished dropping a JDM B16A2 into my son's 97 Civic EX. It runs great once it's warmed up but these winter mornings are hell trying to get it started. The Check Engine light is set but we can't get a diagnostic tool to connect with the ECU (P30) so we don't know what that's all about. Could be that would tell us what the cold-start issue is. We had the harnesses modified by Rywire but haven't gotten any clues from them.
Also, does anyone know if the P30 ECU sources the sensor power or sinks (grounds) it?
Thanks!

It may be worth trying to retrieve the CEL code by this method:

With respect to your inability to connect the scan tool to the ECU, does the scan tool power-up when connected to the Data Link Connector but fail to connect with the ECU?
Edit correction: I believe that the ECU powers rather than grounds the sensors.
