The mechanic that installed the wideband told me it could likely be the TPS sensor?

Did you test the other items mentioned earlier?

TPS test:

0.5 V throttle closed
4.5 V WOT

True.

However, at this point you should set yourself up with a standalone unit. It will allow you to seriously tune your ride to become a dependable, powerful entity especially since you are paying gobs of $ to tune it.

And what type of stand-alone are you referring to? From my research almost every turbo
D i find used a chipped ECU (I have crome) ROM tuning. I thought this was the best way to go, I'm not really interested in changing over to a standalone but maybe you can tell me the advantages and disadvantages and who makes a good unit?

I changed the IACV today to another one I had and bled the coolant. I took the charge piping off the throttle body and checked the lower port when the engine was warm. It had a fairly strong suction, which according to the diagram means it needs to be replaced? When I cleaned it and re-installed it I didn't tighten the inside wax piece all the way because I read if you leave it out a little bit you will get a higher fast idle.
Should I just try tightening it or should I just replace it?

Tighten it.

So I tightened the wax piece inside the Fast Idle Valve. It doesn't really fast idle now at all. When started with a warm engine it will sometimes have the rpms drop really low and stall. The rpms go up and down when it is cold sometimes too. I pulled the charge pipe off again today when the engine was warmed up to test the lower port and it still has a suction, it will suck my finger onto it.

Does this mean my problem is the fast idle valve?

Edit: You are right, there should be no suction from the fast idle port of the throttle body when the engine is hot. You might remove the FITV again and check that it is reassembled properly (see link in my signature). Otherwise, the FITV may need to be replaced.

I picked up a used FITV today from a wreckers that I pulled off a clean looking engine. I also got the IACV just in case. I was in a rush to leave for work so I didnt have time to clean it or check the wax piece for tightness, but on a cold start it idled at 2000rpm! Maybe the wax piece is loose causing the high idle. I'm going to clean it tomorrow and check if it fixes the idle because right now when its warm it seems to idle too high around 1500, but if I rev it up a bit and let off the gas then it drops back down to normal around 900. Then it will idle normal for a bit and start going higher gradually but if I rev it in neutral the rpms will drop back down to normal.
