2. whats an easy way to connect it to the ecu?
3. how mandatory is it for use with a turbo?

Well if you just bought it who cares whether it's worth 90 bucks, you already own it, but I'd prolly say yeah 90 isn't bad. Thats all I can answer.

if your running a turbo the it could probaly help alot because you can adjust your fuel and correct your air, aswell as unleashing the vtec sooner, getting all theat in one package is great! just make sure its tuned right to your turbo, u can have 1000000000HP! but if its not tuned right, the its no better than a geo metro!

90 bucks isnt bad, heres the manual for that http://www.apexi-usa.com/pdfInstallation/23.pdf , if you dont know how to wire ****.. get someone to teach you cuz you'll **** it up. theres one way to do it right, no easy way, although most of us think its easy. as for use with turbo, not that mandatory, but its nice to have a piggyback system.
