Sounds like someone was retarded and got the wrong ecu for the car.
It should have a P75 in it.
I had something like that happen when I changed my CX Hatch's engine with my rolled LX Sedan's engine.
The CX's ecu is a P05 and was rev-limiting at 6k, all I did was switched it with my P06 and it fixed the problem.
So.. Get a P75? I've also heard a P06 will work too.
