Default Cali legal swaps

I have a 95 EG hatch and it has a newly rebuilt D16 motor and i want to swap in a B18 with a 2.0L low compressionstroker kit and eventually turbo it. however i have no idea how easy that is and if it even has a chance to pass smog. and i was wondering if stacking head gaskets temporarly to pass smog. cuz i heard u can run them with stacked head gaskets but it sounds sketchy. anyone have any advise?
