Default Engine Swaps Legal in CA?

A while ago I was about to buy a CRX with a B16a swap, but I ran into a problem. I'm planning on moving to California in about a year, and the guy selling the car told me that I wouldn't be able to get it registered there because the car didn't originally come with a B16, and I would have to swap it back to an unmodified 1991 CRX D16 (not sure exactly which one that is). Anybody know if this is true? I've had mixed answers, so I just wanted to clear this up...

Do some researching on CA smog/inspection/BAR laws for vehicles. It will explain everything you need to know. I wish I could help more, but I don't ever plan on living there.
