I just bought a 97 civic dx with a d16y7, any thing to do without spending a whole lot of money to improve the performance/horsepower?

Well that depends on what you consider a whole lot of money.

SRI/CAI = $150-300. This will get you about 2-3 HP an better throttle repsonce

Y8 Exhaust Conversion = $600-900. You will get about 10 more HP out of this.

After that it come to more complex stuff like turbocharging and cam shaft changes, etc etc.

I have a y7 and after the Exhaust conversion I was impressed with the increase in pickup the car had. After I put in a new intake I am just going to leave it and enjoy the reliability and fuel economy.
