Bottom end design does have something to do with it but not as much as head and the cam design . It's actually a head, cam, ecu tuning thing. You can take a engine that has a redline of say 6800rpm(D series Honda's) add a cam that is spec'd to make power beyond the stock redline, make sure the reciprocating assembly is up to it along with such things as valve springs, retainers, etc and make power higher in the rpm sweep than stock. From the factory they use dedicated spec parts then set the rev limiter just as they have modeled the engine to drop power off.

Reving a engine super high and stuff allways wears on them though and more times than not is pointless to even build a engine to do so. What ever you gain in the upper rpm range you will loose in the mid to lower part of the rpm band.
