Default Gas Problem

Ok here is the deal. I drive a 95 Civic Dx with a d16 motor. I keep reading that civics are suppose to have a 13 gallon gas tank but mine only has an 8.9 (including neck to tank). I get about 210 miles to a full tank of gas. What is wrong with this!?!?! Do i need to replace the fuel tank itself, do a fuel system clean, new injectors and fuel rail. I am stumped so anyone out there willing to help i would greatly appriciate it.
