Im dropped 40mm, you can go lower but you will need a camber kit and your front arches rolling if your planning on 17's. My front is far to low (less than 4" from the deck) and it pisses me off, most speed bumps and multi story carparks are a no no. So choose carefully.

If you are going for a big drop i.e over 40mm and are planning on putting on big alloys i.e 17" or bigger then there is a strong possiblity that you will need your arches rolling. This process involves rolling the inner lip of your arches inwards so that when your suspension compresses through everyday driving your tyre doesnt catch on the lip. If this happens it will damage the edge of your tyre by slowy shreading it, i have seen it happen many times. I must stress that you will only need this doing if you plan on lowering a lot on big wheels as civic arches are bigger than most hatchbacks.
If the above applies to you take it to a good bodyshop to have it done and make sure they roll it and not cut it as cutting could weaken the arch.
Personally I wouldnt bother as they will remove your arch liner which exposes the inner arch agasint the elements and also the engine bay (dirty engine bay not good).
Now as for camber, your factory set up allows for a certain amount of positive or negative camber adjustment, Which is fine if you only plan on lowering a bit 40mm or less, any more and you will need to buy an aftermarket camber adj kit such as skunk2's which will allow the excess negative camber you have gained from lowering to be brought back into alignment. if you ride round with incorrectly adj camber you will wear the inside of your tyres out very rapidly, it will also affect grip and handling.
