9 times out of 10 it's the rings on an EF... burned valve seals are fairly uncommon.

It is oily smoke and whitish. I changed the valve seals when I did the head. It pushes out a good cloud as you accelerate and just a little puff at idle. However the plugs were fairly dry when I checked them. I was wondering if perhaps the vent hose to intake could be plugged or something and sucking up some oil into the intake and then into the engine

I removed the hose to the pcv valve and it was plugged solid with oil, dirt and sh**. Cleaned out the pcv and put on new hose. Still smokes a bit but not nearly as bad. Probably needs rings but wet and dry compression showed 140-150 for all cyl.
Will try running it for a while as I am selling it and don't want to put any more into it. Have replaced upper and lower control arms (and ball joints) both sides as well as cv shafts, brakes, block heater, starter, brakes and clutch. Have bought a 1996 Nissan 240 SX so don't need the Honda anymore.

If the wet and dry compression is good for all cylinders, then the pistons rings should be good. It could be wear and tear on the piston rings. If you are going to change the pistons rings, your better off rebuilding the engine, maybe do some high performance internals while your at it.
