alright so, i baught this car and the people had hit it with a tractor and tore the bumper off. they got the bright idea to attach a plasma cut semi bumper to it. now i have a stock bumper 'cover' i guess. and i need to know what all i need to mount it back on

 

You will need 7 bumper clips and 4 screws. 5 of the clips go on the top under the trunk lid and 2 go underneath. Two screws go on each side, one at the top and one near the bottom (both on the wheel wells). These clips are pretty generic, but you can get them at the dealership. The screws are also somewhat generic. There are plastic clips that the screws go into on the body at the top of the fender wells.

Hopefully the car's frame has not been modified, so you can just bolt on. Check junkyards and see if you can pull of a complete bumper, maybe even in the same color as your car. Go to hondaautomotiveparts.com they have the official drawings and part numbers. If you only need a few small parts it could be cheaper to buy them from your local dealer.
