I looked at a Civic hybrid and the salesman told me it took 0w30 oil. Is this true? Can I get this grade somewhere other than the dealer so I can change my own oil?

it's actually 0W-20.

You could buy it online from one of the many honda parts dealers ($2.68/quart).

Otherwise, you should be able to find it at most autoparts stores by this point. When the prius/insight first came out, it was harder to find, but not that there are more than 70,000 of each on the road, it's a lot more common.
