I feel like I know who you are talking about for some reason, but I would never start throwing names out there like that.

a other member just got tag and reg from another state that dont have non of that emission crap or anything and is dirt cheap to reg and insure there

For the record, I'm close to closing this thread. Nobody's really done anything wrong but I don't think it's a good idea to have a thread where people are publicly discussing possibly illegal activities.

My intentions were not to stir up talk about illegal activities (not saying you are accusing me, either). In a way, I was asking for clarification since a buddy or two of mine were talking to me about it a few days ago.

OP, check craigslist, and other Honda forums. That is your best bet for something cheap IMO.

Yes, you can drive less than 5K miles in PA and get that exempt sticker. No, we do not condone illegal activity.

Nah, not blaming you, but swapping out gauge clusters for the purpose of showing an inaccurate odometer reading is 100% illegal anywhere in the states. If one does this and gets caught, I'm sure there would be pretty steep penalties.

The illegal things people do is none of my business, but please keep it off the forums.

So we should not talk about OBD2 to OBD1 conversions since I'm pretty sure it is illegal anywhere...and not due to emissions

I'm pretty sure the penalty for swapping clusters to display in incorrect mileage to avoid emissions inspections will be a little worse than the penalty of an OBDII/OBDI switcheroo.

From a legal standpoint, the only reason I can think of as to why an OBDII/OBDI conversion would be illegal would be emissions, as a lot of places scan for codes in place of a true emissions testing. Also, many emissions devices implemented on OBDII vehicles (EGR, AIR, etc) wouldn't function with an OBDI PCM (unless, of course, the pre-'96 version of the car had those emissions devices). Again, emissions.

It is illegal to tamper with emissions equipment anywhere. That's NHTSA's territory...aka federal. Same is true for MANY common modifications.
