No kbb don't set price and isn't really what to look for for retail value. Nada shows the retail value but I will never pay retail. Kbb can give you an idea what to expect to pay. Mant times you can find prices even lower. So for an idea kbb is a good place to start, and no it is only the beginning of a long research for me to decide how much I will pay for any vehicle that I will buy. For it to sell more I better see something that justifies the higher price. Use it or not that is up to you I don't really care.
