Actually adding any mods to car is illeagal technically but the cops dont care I guess. Yeah I dont think they will pass newer cars with obd1 anymore...

all depends on your state's laws...
for instance, NH doesn't emissions test cars, or really care at all as long as it passes a safety test
CT allows older swaps, and holds emissions to rules in effect at engine time (ODB0vODB1vODB2 etc have different emissions requirements)
as for legalizing a JDM or EDM only engine to the US, you have to make it pass the 50 state emissions requirements, and have proper import documentation

State of California has a law that says any car modificaton is not legal. You get to slide all the time but if a cop wants to be a dick he can pull you over for having anything aftermarket. It an old dumb law but it is a law.

If the cop that inspects your vehicle passes it, mods or not, its legal! Keep your report.
When I was riding street bikes, I had alot of "illegal" items installed, but the cops always passed me, sometimes they were puzzled as to how my signals worked and etc, but they passed it, so either they don't care, or KY cops are just lazy :-)
The way I see it, anything that makes a car faster and or sexier is not illegal, anything that makes your car dangerous in a way that avoids pre-set saftey measures, like driving without brakes or brake lights, etc is illegal. I know that here in KY neon and dark tint was supposed to be illegal, but I see it every single day, and neon is picking up, now people pretty much have the sticks in their windows and all under the car, not even cleverly hidden, just strapped to the bumper. It's bright, it distracts people, but no one's doing anything about it so who cares.
