I know here in Wisconsin, adding any chrome to the exterior is illegal. I think rims are ok tho.

I have a friend with JDM engine who has troubles with passing emission test.
He will instal cat. converter and make some mods. to try to pass it again.
In which state is most likely to register the car?
You said thre is no test in NH, right?

Has anybody idea whathe shoulddo?

State of California has a law that says any car modificaton is not legal. You get to slide all the time but if a cop wants to be a dick he can pull you over for having anything aftermarket. It an old dumb law but it is a law.

Anything you read that has a "CARB" approval is legal for use in the state of California. You just have to have a sticker on the item to prove it, I think.
